Notes
- This is a brownfield spec — all described behaviour already exists in production code.
- Tasks (next phase) should focus on verification: writing tests that confirm existing behaviour matches each FR and scenario.
- FR-012 (robots.txt for blogs) and FR-011 (arXiv 429 abort) are the most complex to verify; integration tests will be needed.
